NACHA, the governing body of the ACH network, manages these return codes to ensure consistency and transparency in ACH transactions. Common causes for returns include insufficient funds, invalid or closed accounts, incorrect banking details, or unauthorized transactions.

ACH Return Code R70, "Permissible Return Not Accepted / Not Requested by ODFI," occurs when a return request is made, but the Originating Depository Financial Institution (ODFI) has neither requested nor accepted the return. 

This code indicates that the ODFI did not authorize or initiate the return, meaning the transaction cannot be processed back to the originator. The ODFI is required to transmit the return within five banking days of the original transaction's settlement date.
